This has been a major topic, especially in the United States for a long time. The unfortunate statistic that minorities are more likely to encounter being killed, arrested, and victimized by excessive physical force; has been a real issue even in today’s society. However, police departments are trying to combat the way police officers interact with the community; especially those of color. As difficult as their job may be, and as big a toll as it may take on them emotionally, it is important to bear in mind that police officers are normal human beings with normal brains and mental processes. Consequently, they are prone to make the same stereotype-biased judgments the rest of us are. There is recent controversy over police use of force, especially in minority communities such as in African American communities, Hispanic communities, and other publics with large populations of minorities. Increased levels of force among these communities have created challenges for police departments. These challenges include a lack of trust from the community towards law enforcement officers and an absence of respect creating situations that lead to police use of force. There are already various programs in place that attempt to decrease this challenge by educating the public, respecting one another, and giving those who were on the wrong track second chances. A combination of these solutions and the implementation of more of them would decrease the number of contacts between police and minorities that lead to the use of force (Roberg & Novak, 2014).

A number of problems arise from race and ethnicity issues in policing practices. From the department’s perspective, issues with race and ethnicity, create negative consequences. For example, if a police department fails properly to resolve situational conflicts, this can cause loss of productivity, tension among officers of different race and backgrounds, enhanced suspicion of other officers, and increased isolation of staff member. Although the questionnaire and interview processes are useful in gaining a better understanding of the cultural competence of law enforcement agencies, they are not helpful in improving the cultural competency of those agencies. This is where instituting mandatory cultural competency training comes into play. For example, the Equal Employment Opportunity Commission proposed steps and recommendations to increase cultural competency and one of those steps was to “develop and deploy effective EEO and diversity/inclusion training for different state and local law enforcement audiences, including department leadership, human resources, and hiring officials, union leadership, and individual officers.” (Yang, 2015). While this recommendation pertains to hiring practices, it would also be very beneficial for law enforcement agencies to have trainings. Cultural competency training is important and would greatly improve relations between law enforcement and the community.

Recently, there has been much in the media about clashes between African Americans and the police. Two such cases, being the shootings of Michael Brown and Laquan McDonald - both incidents resulting in public outrage. These cases result in questions about racial profiling by police. Through research, it is clear that African Americans are the target of racial bias by many police departments in the United States; in order to remedy this situation, law enforcement agencies need to (and are beginning to) undergo scrutiny on their interactions with the public and, additionally must receive training on diversity.

One of the most polarizing policy issues in the United States is the process of using race, ethnicity, and/or national origin by law enforcement as a chief predictor of criminal behavior. Although, racial profiling has been practiced for many years, it is now becoming more popular and a serious problem for today’s society and law enforcement. Depending on the treatment of the organization and its management staff to all of its employees will dictate a positive or negative working environment. In the past, most studies viewed the problem of misconduct as one of the individual problem officers, the so-called bad apples on the force (National Institute of Justice, 2016). The police officers training is very important and must be effective and efficient because police officers rely heavily on their training for judgment and decision-making that has to be swift and smart. Despite training to avoid discrimination, officers may still rely on cultural stereotypes and act on their perceptions of a person's characteristics (such as age, race or gender) (National Institute of Justice, 2013).

The topic of police in general, and the brutal beatings, shootings, and arrests that have occurred over the past couple of years in the United States has hit the media full force, leaving many wondering what actions should be taken to keep the peace. Many question the system as a whole, and the training police officers receive, as well as their mental health. Across the borders, police are trained differently and follow various policies that may seem ridiculous or foreign, however, when comparing and contrasting two police systems, the similarities may be alarming, and the differences may be great, but knowing the strengths and weakness of each different system, can help towards progressing to have a better system and better training for police officers.

When police use force against a subject, they are often belittled and reprimanded by the media and public. “Police Brutality” and “Excessive Force” seem to be a daily headline in the news these days. This paper shall present research conducted on how to improve police-community relations. The goal, is the show the lack of understanding that exists between police and the community on what the job of police officer can and cannot lawfully do. By presenting this lack of understanding between police and community, we can work on improving relationships by educating the public on what is constitutionally permitted. By better educating the public, we can hopefully prevent rioting in future incidents and better remove the tensions that are present in encounters with law enforcement and minority communities.

It has been consistently shown in research that minorities are more likely to be mistreated by the police compared to other people (Dunnaville, 2000). Recent incidents have seen the police use excessive force on people and mistreat minorities. As such, the legitimacy of the police has been put under scrutiny and questioned. Many communities in the United States have demonstrated in reaction to recent incidents of police misconduct and excessive use of force. The people have lost trust in the police because of these issues. The police force has been accused of mistreating people, sexual harassment, violent and careless arrests among people particularly the minorities. As demonstrated in the movie ‘Policing the Police’ police officers are seen mistreating people for instance the scene where the police sexually harassed a teenager by touching sensitive areas. Community members are not willing to trust or work with the police to fight crime. As such, it is critical for the police agencies and department to make improving police-community relationship a top police priority. Policies should be developed that will strengthen the mutual trust between the police and the community. This relationship is critical because the police depend on information from the community to fight crime in the society.
