The concept of federalism came about as an answer to the failed confederation of states that existed following the Revolutionary War. Power, under the Articles of Confederation, was held primarily by the states, and the national government was made to be weaker than that of the states. This led to not only dissention between the states, as each tried to promote its own interests, but also to a national government that was too weak to provide essential services such as national security.
