Police Legitimacy and Public Trust The scenario highlights several issues of public trust related to homelessness and policing in Los Angeles. These concerns erode public trust as residents feel unsafe and believe that the police are not effectively addressing the situation. The police enforcing anti-camping laws in Skid Row also led to conflicts with homeless individuals and public backlash, contributing to strained relations. To address these trust issues, the LAPD needs to engage in proactive communication with the community. Establishing regular town hall meetings, neighborhood outreach programs, and advisory boards can provide a platform for residents, business owners, and the police to discuss concerns, collaborate on solutions, and build rapport (Vitale, 2010). Increased police presence and interaction should focus on positive engagement rather than punitive actions. In the scenario, Officer Hoakiko demonstrates the use of discretion when dealing with the homeless veteran. He opts for a compassionate approach rather than immediately resorting to punitive measures. Discretion can be used more judiciously by encouraging officers to consider individual circumstances, especially in cases involving homelessness. This can be achieved through ongoing training, guidance, and clear protocols on engaging with homeless individuals and connecting them with appropriate resources. Procedural Justice and Police Transparency Applying procedural justice principles, such as treating individuals with dignity, providing voice and impartiality, can lead to a more positive public opinion. When police officers engage with homeless individuals respectfully, explain their actions, and consider their

perspectives, it creates a perception of fairness and enhances public trust in the LAPD's handling of homelessness. Police transparency can significantly improve the LAPD's image and accountability. Regularly sharing information about their efforts, challenges, and successes in addressing homelessness can foster understanding and trust among the public. Embracing body-worn cameras and releasing relevant data can demonstrate transparency, helping to dispel misconceptions and biases. The LAPD can leverage technology to improve transparency and communication. Developing a dedicated website or app to share information on homelessness-related initiatives, resources, and outcomes can enhance community engagement. Additionally, using data analytics to identify trends and allocate resources effectively can showcase the department's commitment to evidence-based decision-making. Application of Community Policing Concepts The core principles of community policing include collaboration, problem-solving, community engagement, and decentralization of authority. By building partnerships with community organizations, social services, and mental health professionals, the LAPD can work collectively to address homelessness comprehensively. Community policing is a valuable approach as it emphasizes a shift from reactive law enforcement to proactive problem-solving. It encourages officers to understand the underlying causes of issues like homelessness and engage with affected individuals holistically. This approach fosters mutual understanding, helps prevent crime, and improves quality of life for all community members (Dozier, 2019).
