underprivileged (adj., n.)
 
 
has sometimes been challenged as illogical, since privileges are presumably not so widely available as entitlements. But the adjective underprivileged is nonetheless Standard in the sense “less fortunate than the average citizen.” The noun frequently means “the poor,” and it is also often used as a euphemism synonymous with the disadvantaged, the handicapped, the disabled, and like terms, although it is not necessarily limited to lack of material things or physical abilities alone.  1
