Conflict with trade unions. A state of emergency was proclaimed, and a wage and price freeze was imposed. In response, the unions launched several hundred strikes.
Security restrictions were removed. However, the increasing actions of urban guerrillas (the Tupamaros, who directed their efforts against authoritarianism and corruption) led to the reimposition of security measures (June 24). Wages fell to World War II levels, press censorship spread, and labor activists and leftists were suppressed.
