2 History of Public Administration Public administration is the execution of government policies and their studies. Administration in the public sphere is "centrally concerned with the organization of government policies and programs as well as the behavior of officials (usually non-elected) formally responsible for their conduct". Significant events and people have impacted our understanding of what public administration is today. Shaping Public Administration Woodrow Wilson is known as the "Father of Public Administration" because his thoughts on policy and administration helped shape the whole discipline (Kent State Online, 2018). Wilson proposed public administration principles to help agencies in efficient and strategic planning, budgeting, and performance monitoring. President Woodrow Wilson is regarded as one of the most influential people in the history of public administration (Milakovich & Gordon, 2013). Wilson argued that by separating politics from administration, the US government could better serve the people without inventing or protecting laws (Cook, 2002). Wilson felt that the objective of public administration was to "discover, first, what government can properly and successfully do, and second, how government can do these things with the greatest possible efficiency and the least possible cost to either money or energy" (Kent State, 2023). He also felt that politics should include goal formulation and that the administration should focus on attaining the objective impartially and effectively (George & George, 2019). Woodrow Wilson's work has comparable ideals to the modern-day ideology of democracy, he believes “Public Administration is a detailed and systemic way of public law, and every application of general law as an act of administration…he contends that public opinion holds officials for being accountable…” (Obaidullah, 2023).  He considered that the customary
3 practice of political appointments in his day, as well as the patronage structure it fostered, were opposed to the goals of competent public administration. Instead, he advocated for a well- educated, dedicated cadre of government officials who rose through merit (Kent State, 2023). Wilson reasoned, could the administrative realm be adequately safeguarded and operated in a businesslike, efficient manner to serve all Americans (Kent State, 2023). Public Administration Evolution Because public administration is a discipline, the field evolved. His request for administration of the study creates an exigency for public administration as a distinct academic field (George & George, 2019). His thoughts have given a theoretical foundation for comprehending the administration's intricacies and problems. Wilson pushed for neither political or professional civil pressures on civil service reforms (George & George, 2019). Wilson's views affected the functioning and design of administrative agencies, highlighting the expertise, attachments, and contrasts the relationship that the government institution's decision- making process and organizational structure have between administration and politics (George & George, 2019). During Wilson's presidency, attempts were taken to improve the federal bureaucracy's professionalism and efficiency; Wilson signed the Federal Reserve Act, establishing the United States Federal Reserve System and paving the way for better, more efficient financial administration, established the Federal Trade Commission, which encouraged commercial competition and the elimination of monopolies (Kent State Online, 2018).
